How do you get kids to do homework?

I'm struggling with this with my teenager who is not quite taking
school as seriously as he needs to.

We've even taken away video games, which is the one thing he likes to
do. He still doesn't want to do homework.

A tip I read that makes sense is simply to reduce distractions.

My son says he needs music while studying. So he pulls up a YouTube playlist.

And guess what happens?

Watching YouTube and not homework.
